In dem Beitrag skizziert der Verfasser - Botschafter Singapurs in der Rußländischen Föderation - die Rußland aus seiner gobalen Rolle erwachsenden Aufgaben, vor allem die Zusammenarbeit im internationalen Bereich und die wachsende Integration Rußlands in internationale Foren und Organisationen. Nach Ansicht des Verfassers ist die Zeit überfällig, in der Rußland eine seinem natürlichen Reichtum an Ressourcen entsprechende Rolle in der Weltwirtschaft spielt. Die regionale Rolle Rußlands im asiatisch- pazifischen Raum und in Südostasien sowie im Rahmen von APEC und ASEAN wird gleichfalls beleuchtet. Abschließend geht der Autor näher auf die bilateralen Beziehungen Rußlands zu Singapur in den letzten dreißig Jahren ein. (BIOst-Mrk)

Small states (with populations of 10 million or less) can play a role in international relations by operating in the General Assembly of the UN. These 130 out of 184 UN member states can use their numerical majority to advance their common interests, maximize bargaining leverage, manage their vulnerability, & extend influence. However, they need to develop strategies that enable them to cooperate on a common agenda & common objectives. At the end of the Cold war, two organizational issues are of major importance to small states. In the reform in the UN Security Council, small states are pressing for greater transparency, accountability, representation, legitimacy, & consultations. In the relationship between the General Assembly (controlled by small states) & the Security Council (controlled by permanent members), small states want the Assembly to take more responsibility in the areas of international peace & security.
